CPSO ARRESTS TWO FOR FAILURE TO REGISTER AS A SEX OFFENDER


Lake Charles –

 

On March 16, a Calcasieu Parish Sheriff’s Office deputy initiated a stop on a truck in the 2700 block of S. Beglis Parkway in Sulphur for a traffic violation. 

When the deputy made contact with the driver, registered sex offender Draughn A. Koonce, 44, 432 W. Thomas Street, Sulphur, it was learned he was driving a vehicle that had not been registered with law enforcement, making him in violation of his sex offender registration requirements.  The deputy also discovered Koonce was in possession of marijuana. 

Koonce was arrested and booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender; possession of marijuana; along with a traffic citation.  He was released later the same day on a $41,100 bond set by Judge Tony Fazzio. 

Koonce was convicted of simple rape in 2005 in Calcasieu Parish.

On March 20, Calcasieu Parish Sheriff’s Office deputies arrested convicted sex offender, Jarred E. Chatman, 41, Lake Charles, after an investigation revealed he was in violation of his sex offender registration requirements. 

           

During the investigation it was learned Chatman was no longer living at his last registered address and had failed to register a new address with law enforcement.  It was also learned Chatman had been working without notifying the proper authorities of his employment.  During the initial investigation Chatman fled on foot from deputies, before being apprehended and deputies later discovered Chatman was in possession of drug paraphernalia.

           

Chatman was arrested and booked into the Calcasieu Correctional Center and charged with 2 counts of failure to register as a sex offender 2nd offense; possession of drug paraphernalia; and resisting an officer by flight.  Judge Tony Fazzio set his bond at $55,500.

           

Chatman was convicted of carnal knowledge of a juvenile in 2007 in Calcasieu Parish.  He was also convicted of failure to register as a sex offender in 2010 and again in 2016, both in Calcasieu Parish.
