Lake Charles –
On April 8 at approximately 10:50 p.m. Calcasieu Parish Sheriff’s Office deputies were dispatched to the area of North Perkins Ferry Road and Clark Court in Moss Bluff in reference to a vehicle in the ditch.
When deputies arrived they observed a truck in the ditch on the west side of North Perkins Ferry Road. When deputies spoke with the driver, Nicolous F. Bellard, 38, Ragley, LA, they detected an odor of alcohol emitting from his breath and observed his eyes to be glassy and glazed over. They also found Bellard to be in possession of a 24 ounce can of beer.
Bellard refused to perform standard field sobriety testing. He was arrested and transported to the Calcasieu Parish Sheriff’s Office for a breath intoxilyzer test; which he also refused.
Bellard, who has 2 prior DWIs, was booked into the Calcasieu Correctional Center and charged with DWI 3rd; open container; and careless operation. He was released on April 10 on a $27,000 bond set by Judge David Ritchie. His special conditions of bond are he cannot operate a vehicle without ignition interlock device and a valid driver’s license and he cannot commit any other crimes.
CPSO Sr. Cpl. Foster Fontenot was the arresting deputy on this case.
