CPSO ARRESTS MAN FOR FAILURE TO REGISTER AS A SEX OFFENDER

Lake Charles –

 

On December 12, at approximately 1:10 p.m., Calcasieu Parish Sheriff’s Office deputies were dispatched to a home on Burson Road in Lake Charles in reference to a report of a suspicious man. 

 

When deputies arrived they spoke with the complainant who stated James M. Downs, 45, Lake Charles, was attempting to check the mail at the residence.  She told deputies Downs had been evicted since November. 

 

When deputies spoke with Downs, a convicted sex offender, he confirmed he had not been living at his registered address for approximately 7 days and had not notified the proper authorities within three (3) days, as required by law for all registered sex offenders.

 

Downs was then transported to the Sheriff’s Office and placed in a holding cell.  While in the cell deputies observed what is believed to be methamphetamine where Downs had been sitting.

 

Downs was arrested and booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender; and possession of CDS II.  Judge Ron Ware set his bond at $6,000.

 

Downs was convicted of simple rape in 2008 in Calcasieu Parish.

 

CPSO Sr. Cpl. Sam Smith was the arresting deputy on this case.
