CPSO ARRESTS TWO FOR FAILURE TO REGISTER AS SEX OFFENDERS

Lake Charles–

 

The Calcasieu Parish Sheriff’s Office Sex Offender Unit arrested convicted registered sex offender Bernard Howard, 41, 209 Catalina Street, Lake Charles after it was learned he failed to notify the proper authorities of his address change within three (3) days, as required by law for all registered sex offenders. On September 24 deputies with the Sex Offender Unit received information regarding Howard no longer living at the address he listed on his most recent quarterly sex offender registration, which was completed and signed by Howard on September 10. On September 29 Howard’s Probation officer located Howard at a residence that was not listed on his registration. Howard advised he had been living at that residence since approximately September 18.

 

Howard, who was convicted of aggravated rape in 2002 in Rapides Parish, was arrested by Probation and Parole and booked into the Calcasieu Correctional Center and charged with parole violation. On October 9 the CPSO Sex Offender Unit submitted a warrant signed by Judge Robert Wyatt to additionally charge Howard with failure to register/notify as a sex offender. His bond is set at $10,000.

On July 28, 2014 the Calcasieu Parish Sheriff’s Office Sex Offender Unit issued a warrant signed by Judge Robert Wyatt for the arrest of Paul L. Quinlan, 59, homeless, after detectives learned he moved without notifying the proper authorities of his address change within three (3) days, as required by law for all registered sex offenders. On September 19, 2015 Quinlan was located and arrested in Harris County, Texas and extradited to Calcasieu Parish on the 29th, where he was booked into the Calcasieu Correctional Center and charged with failure to register/notify as a sex offender. During booking Quinlan, who was convicted of indecency with a child in 1991 in Houston, Texas, had a sex offender identification card in his possession that had been altered with the words “sex offender” marked out in black, which is a violation of sex offender registration requirements. On October 9 the CPSO Sex Offender Unit submitted a warrant signed by Judge Robert Wyatt to charge Quinlan with an additional count of failure to register/notify as a sex offender. His bond is set at $50,000.
